You can establish a telephone account for an inmate at Astoria City Jail. There is a system, which allows you to advance pay for inmate’s phone calls, so they will not have to call collect. An inmate can also pay for phone calls using his commissary account. Inmates are not allowed to receive incoming calls, so you should set up a plan for the inmate to call you.
